Profile
Andrea Brisbin provides advice, counsel and representation to a broad range of health care providers, including hospital systems, surgery centers, physician practices and other health care facilities. She routinely advises clients regarding the increasingly complex regulatory and operational issues facing health care providers on a daily basis.
Ms. Brisbin began her career in government, working as a civilian litigator for the United States Department of the Navy and then as a Maryland assistant attorney general counseling health professional licensing boards. Her unique experience in both the public and private sectors enables her to identify and work toward solutions that achieve the goals of clients as well as the government entities that regulate them.
Ms. Brisbin is admitted to practice in the United States District Courts for the Districts of South Carolina and Maryland, and in the United States Courts of Appeals for the Fourth and Eleventh Circuits. While at Catholic University of America, Ms. Brisbin was lead articles editor of the Catholic University Law Review.
Experience Highlights
- Advises clients on issues involving state regulation of health care operations and health planning, including certificate of need (CON) and facilities licensing and certification
- Provides clients with counsel and representation during the CON application process before the South Carolina Department of Health and Environmental Control
- Represents providers in contested CON and licensing cases before the South Carolina Administrative Law Court and the Board of the Department of Health and Environmental Control
- Represents physicians and other health care professionals during investigations and contested proceedings before South Carolina professional licensing boards
- Counsels health care providers and practices regarding operational legal issues, including contracts, employment, patient confidentiality and other compliance matters
