Bobby Sullivan focuses his practice in the areas of local government law and litigation.

He is admitted to practice before the United States Supreme Court, the Fourth Circuit Court of Appeals, and all federal and state courts in North Carolina and South Carolina.

Experience Highlights

• Represents and advises local governments and property owners on zoning and land use regulation, annexation, incorporation, eminent domain, tort liability, litigation, open meetings, public records and public contracts
• Litigates on behalf of public and private clients before government boards and in state and federal court

Mr. Sullivan’s recent successes include:

• Defended the City of Gastonia against a multi-million dollar class-action lawsuit over a failed pension fund
• Obtained a unanimous decision from the North Carolina Court of Appeals upholding an annexation by the Village of Pinehurst
• Obtained a unanimous decision from the North Carolina Court of Appeals upholding Rowan County’s denial of a zoning permit for a broadcast tower
• Obtained a unanimous decision from the North Carolina Court of Appeals upholding an annexation by the Town of Weddington
