Profile
Throughout his career, Henry Campen has helped emerging industries and high-tech companies establish and expand across the Southeast. Mr. Campen has built relationships that provide clients with insight beyond the letter of the law.
Mr. Campen represents clients on regulatory matters with a focus on renewable energy development and regulation.
Experience Highlights
Mr. Campen’s clients include wind, solar, biogas and biomass companies for whom he provides both regulatory and business counsel, including the following:
- Strategic business counsel regarding all aspects of planning, siting and development of renewable energy facilities
- Appearances before the North Carolina Utilities Commission (Commission) in ongoing proceedings regarding implementation of North Carolina’s Renewable Energy and Efficiency Portfolio Standard (RPS) and in permitting and certification proceedings
- Negotiating federal, state and local economic development incentives for renewable energy clients; registering client renewable energy facilities with the Commission to ensure renewable energy certificates generated by the facility are tradable under the RPS
- Securing land use and zoning approvals from local governing and planning boards to site energy facilities
His sustainable energy advice also includes:
- Counseling land-based wind developers on all aspects of state and local permitting and siting decisions
- Representing developers of a mixed-use energy park, planned to include a sustainable, biomass energy plant that will support neighboring commercial and manufacturing uses
- Advising developers of biogas facilities on state and local regulatory issues
- Counseling foreign investors regarding wood pellet manufacturing opportunities in the Carolinas
- Counsel on regulatory, environmental and finance issues to developers of an offshore wind energy project
- Leading organizing efforts across North Carolina to advance the sustainable energy industry, including promotion of economic development initiatives and industry conferences attracting regional interest
- Serving as a member of the North Carolina Wind Working Group with the goal of promoting wind energy development in North Carolina
