Jeff Poley has been practicing municipal bond and banking/finance law for more than 20 years. He has helped close large and small transactions all along the Eastern Seaboard. He joined Parker Poe in 2007 as a partner in the Public Finance group in the firm’s Raleigh office.

Jeff has worked as bond counsel, bank counsel, and underwriter’s counsel in general obligation bonds, revenue bonds, installment financings, and interest rate swap transactions for local governmental units in North Carolina since 1996. He has worked extensively with schools, universities, colleges, hospitals, and continuing care retirement communities. He also serves as lender’s and borrower’s counsel in traditional commercial banking transactions. During calendar year 2016, he was involved in transactions totaling approximately $2 billion.

He received his undergraduate degree from Duke University and his law degree from the University of North Carolina at Chapel Hill.

  • Completed transactions in the states of North Carolina, South Carolina, Georgia, Virginia, Florida, and Ohio.
  • Regularly speaks to industry groups on public finance topics.
  • Involved in transactions as small as $120,000 and as large as $1 billion.
  • During calendar year 2016, was involved in transactions totaling approximately $2 billion.

  • $3.7 million: The Wake County Industrial Facilities and Pollution Control Financing Authority Tax-Exempt Facilities Revenue Refunding Bond (Habitat for Humanity of Wake County), Series 2015 -- Pending (Bond Counsel).
  • $4.7 million: The Wake County Industrial Facilities and Pollution Control Financing Authority Special Purpose Project Revenue Bond (InterAct Project), Series 2010 (Borrower’s Counsel).
  • $4 million: The Wake County Industrial Facilities and Pollution Control Financing Authority Tax-Exempt Facilities Revenue Bonds (Habitat for Humanity of Wake County Project), Series 2007 (Bond Counsel).
