Profile
Rebecca Joyner serves as bond counsel, underwriter’s counsel, borrower’s counsel and bank counsel in financings for cities, towns, counties, authorities, private schools, colleges and universities and other non-profit institutions across the state of North Carolina.
In addition to her legal experience, Ms. Joyner has extensive experience in municipal bond financings after six years as state lead for local credits with Moody’s Investors Service. In this role, she analyzed bond offerings issued by cities, counties, school districts and special districts located in North Carolina, South Carolina, Virginia, Georgia, Florida and several states in the southwestern United States.
Experience Highlights
- Experience with fixed rate and variable rate transactions utilizing debt instruments including general obligation bonds, revenue bonds, installment purchase financings, lease financings, limited obligation bonds and certificates of participation financings
- Spearheaded effort to expand North Carolina Local Government Commission policy regarding the sale of special assessment bonds to qualified institutional buyers
- Served as bond counsel for the first unenhanced tax increment financing completed in North Carolina
- Served as bond counsel for the first bond financing for a North Carolina charter school
