Scott Leo focuses his practice in the areas of general governmental, water and sewer system, municipal enterprise, higher education, health care and industrial development finance. In addition to his legal experience, Mr. Leo served for several years as an assistant to the county manager in Wake County, North Carolina.

Experience Highlights

• Fixed rate and variable rate financings as well as experience with respect to general obligation bonds, revenue bonds, installment purchase financings, lease financings and certificates of participation financings
• Served as bank counsel in transactions involving financial derivative products, such as forward purchase agreements, and transactions involving letters of credit and liquidity facilities
• Routinely assists local government clients with financial transactions and other matters
