Profile
Turner Herbert is a litigator in the Firm’s Government Investigations & White Collar Defense group. Mr. Herbert has extensive experience conducting internal investigations for clients operating in highly regulated industries, both domestically and overseas. His practice focuses on identifying and assessing potential exposure under the Foreign Corrupt Practices Act (FCPA), export control laws (including ITAR), federal firearms laws, and defending clients in related enforcement actions.
Mr. Herbert routinely designs, implements and trains corporate personnel on anti-corruption compliance plans, many of whom operate in some of the world's most corrupt locales. More broadly, he assists clients with all aspects of enterprise risk management by conducting risk assessments, drafting corporate compliance plans, and performing personnel training, all with an eye towards ensuring that such measures are integrated into an organization's larger risk infrastructure.
Additionally, Mr. Herbert has considerable civil litigation experience, including substantial briefing at the trial and appellate levels of both federal and state courts. He has represented clients in a wide array of controversies, such as contract disputes, financial services litigation, trade secret litigation and product liability defense.
Mr. Herbert is admitted to the United States Courts of Appeals for the Fourth and Seventh Circuits, and the United States District Courts for the Eastern, Middle and Western Districts of North Carolina.
Prior to joining Parker Poe, Mr. Herbert practiced for six years with the international law firm Mayer Brown LLP. While at the University of North Carolina School of Law, he was a member of the North Carolina Law Review. He was published twice in that journal.
Experience Highlights
- Defended a defense contractor in a multi-year, federal investigation into alleged FCPA violations in Iraq, Afghanistan and Jordan
- Defended a defense contractor in a Senate Armed Services Committee investigation into alleged misuse of firearms in Afghanistan
- Defended a defense contractor in a multi-year export controls enforcement action conducted by several federal agencies
- Regularly advises a defense contractor on compliance with federal firearms and explosives laws, interfacing with federal authorities as necessary
- Sole appellate counsel before the Seventh Circuit for two appeals; audio of both oral arguments is available at the Seventh Circuit’s website
