Donald P. Ubell, a partner in Parker Poe Adams & Bernstein’s Charlotte office, has been named a Fellow of the American College of Bond Counsel. The College was established to assemble lawyers “distinguished for their skill, experience and high standards of professional and ethical conduct in the practice of bond law.”
Ubell, who has led Parker Poe’s public finance practice since 1993, has practiced primarily in the areas of traditional general obligation, certificates of participation and revenue bonds for more than 25 years. He has principal responsibility for the Firm's work as bond counsel and special counsel on North Carolina governmental and nonprofit issues and for the University of North Carolina at Chapel Hill and other constituent institutions of the University of North Carolina System.
Ubell initiated the use of certificates of participation financing for cities and counties in North Carolina and completed the initial swap transactions for municipalities in the state. Among the communities he serves as bond counsel are the cities of Charlotte, Durham, Wilmington, Winston-Salem and Asheville, and the counties of Buncombe, Brunswick, Dare, Davidson, Harnett, Haywood and Sampson.
