Melanie Black Dubis, a Partner in Parker Poe's Raleigh office, was recently featured in an article about Pre-K programming for at-risk children in North Carolina. This month, Ms. Dubis argued in front of the state Supreme Court on behalf of several NC school districts to support a 2012 decision by the NC Court of Appeals, which upheld a Superior Court ruling that the state couldn't restrict access to the NC Pre-K Program.
