Shaney Lokken uses her deep knowledge of the financial services industry to help clients with their public finance needs. She has more than 15 years of legal and compliance experience, including experience in-house with major banks in Atlanta, Georgia.

Shaney is a problem solver who works closely with clients to understand their challenges, analyze various options, and find the best solutions. Her experience includes representing a university system in a public-private partnership, a hospital authority in revenue anticipation certificates, and a large nonprofit arts organization in variable rate revenue bonds.

Most recently, Shaney was a senior vice president at SunTrust Bank focused on compliance efforts for swaps and security-based swaps. Earlier in her career, she was assistant vice president and assistant general counsel for the Federal Home Loan Bank of Atlanta. In that role, she provided guidance to executive management and the board of directors regarding a variety of regulations and disclosure requirements. She also represented the Federal Home Loan Bank of Atlanta in its secured lending and capital markets transactions. In addition, she led diversity initiatives across the FHLBank system and within FHLBank Atlanta's legal department.

Representative Experience

  • Represented the University System of Georgia in public-private partnership (P3) to privatize student housing facilities on several university campuses; responsible for defeasance of several tax-exempt bond issues in an aggregate outstanding amount of more than $325 million.
  • Served as purchaser’s counsel in $10 million taxable mortgage revenue bond (collateralized revenue bond program) for state housing finance authority.
  • Represented a borrower in $375 million senior credit facilities from syndicated lending group led by Goldman Sachs Bank USA as administrative agent.
  • Served as bond counsel in $752 million airport revenue bonds.
  • Served as bond counsel in $25 million revenue anticipation certificates related to an equipment pool project for a hospital authority.
  • Provided advice on swap dealer registration requirements, end-user exemptions, and de minimis threshold monitoring.
  • Represented a payment processing company in various fintech transactions.
