Tracy Kimbrell focuses her practice on state and federal legislative and regulatory representation. She assists clients with strategy formulation, drafting legislation, and working directly with state officials. She also counsels clients on state regulatory matters, economic development initiatives, ethics compliance, and campaign finance and election laws. Tracy is the leader of the firm's Government & Public Policy Group. Southern Political Report has ranked Parker Poe's government relations practice first among law firms in North Carolina, and the North State Journal has ranked Tracy as one of the state’s top 10 lobbyists.
Prior to joining Parker Poe, Tracy served as general counsel for North Carolina Senate President Pro Tempore Phil Berger (R-Rockingham) from 2010-2013. During her time as the state Senate’s top lawyer, she provided counsel to the President Pro Tempore, his leadership team and the body as a whole. She was also actively involved in negotiations with the executive branch on issues ranging from regulatory reform to economic development. In 2012, she served as the acting chief of staff in the Senate leader’s legislative office.
In addition to her recent senate experience, Tracy previously worked at the North Carolina General Assembly in the office of the Senate Minority Leader, researching and monitoring legislative matters on behalf of the Senate Republican Caucus. She later worked on a Republican gubernatorial campaign.
