Charleston Office Adds Partner and Two Special Counsel

March 5, 2012 (CHARLESTON, S.C.)—J. Ashley Cooper, former candidate for South Carolina Lieutenant Governor, will be one of three new attorneys to join the Charleston office of Parker Poe Adams & Bernstein LLP. The Firm announced the new additions today, which also include Krista M. McGuire and William D. “Bill” Holley.

Ashley Cooper practices regulatory and commercial law with a focus on energy law. He represents clients in transactions subject to regulatory oversight, negotiation and dispute resolution, compliance and enforcement matters involving electric reliability rules, Open Access Transmission Tariff administration and Prohibitions on Market Manipulation. Mr. Cooper  has additional experience working with corporate clients on issue resolution, specifically in the employment field in the areas of FEOC and EEOC law.

Prior to joining Parker Poe, Mr. Cooper served as Chief Compliance Officer and Assistant General Counsel for a FORTUNE 500 energy-based holding company in South Carolina. He also served as Legislative Director and Counsel to former U.S. Senator Ernest F. Hollings. In this role, Mr. Cooper was the senior advisor on all legislative, policy and political matters and was the main resource for all energy, judiciary and financial issues. Mr. Cooper is a graduate of the University of South Carolina (JD, 1997) and Clemson University (BA, 1994).

Krista McGuire concentrates her practice in the litigation area focusing on complex and commercial litigation, professional malpractice and employment matters. Ms. McGuire has defended clients in class action claims and has successfully defeated class certification. With experience litigating claims in both state and federal courts, Ms. McGuire is admitted to practice before the state courts of South Carolina and Florida, as well as the United States District Court for the District of South Carolina, the Fourth Circuit Court of Appeals and the Middle District of Florida. Ms. McGuire is a graduate of the University of Florida (JD, with honors, 2001) and Florida State University (BA, 1997).

Bill Holley assists clients in a variety of real estate and project financing transactions. He regularly counsels developers and lenders in all aspects of the acquisition, development, financing and disposition of commercial and residential real estate projects. In recent years, this work has included advising certain clients in connection with strategic defaults and loan workouts, while representing others in the value acquisition of distressed property. Mr. Holley has significant experience helping public and private clients take advantage of tax-exempt debt, tax credit and other government incentive opportunities. He is a graduate of the University of Georgia (JD, cum laude, 2001; MBA, cum laude, 1998; AB, with high honors, 1997).
