(RALEIGH, N.C.)—Parker Poe announced today that Tracy W. Kimbrell, who served as General Counsel for NC Senate President Pro Tempore Phil Berger (R-Rockingham) from 2010 through 2013, will join the firm’s Raleigh office on October 1 as a partner and co-chair of the government relations and lobbying team.
Ms. Kimbrell first worked at Parker Poe beginning in 2005 as an associate in the Government & Public Policy Group. She practiced with the firm for more than five years before her 2010 appointment to the state Senate. During her time as the state Senate’s top lawyer, Ms. Kimbrell provided counsel to Senator Berger, his leadership team and the body as a whole. She was also actively involved in negotiations with the executive branch on issues ranging from regulatory reform to economic development. In 2012, she served as the acting chief of staff in the Senate leader's legislative office.

Her practice will focus on state and federal legislative representation. She will assist clients by formulating strategy, drafting legislation, appearing before legislative committees and study commissions and intervening directly with state officials. Ms. Kimbrell will also counsel clients on state regulatory matters, represent companies looking to expand their presence in North Carolina and offer advice on campaign finance and election laws.
In addition to her recent senate experience, Ms. Kimbrell previously worked at the North Carolina General Assembly in the office of the Senate Minority Leader, researching and monitoring legislative matters on behalf of the Senate Republican Caucus. She later worked on the Ballantine for Governor Campaign.
Ms. Kimbrell received her JD in 2005 from the University of North Carolina at Chapel Hill and her BA, cum laude, from North Carolina State University in 2002. She has served on the NC State Alumni Association’s board of directors and as president of the Young Alumni Council, and was honored by the association as the Outstanding Young Alumna for 2008 because of her contributions and commitment to the university. Ms. Kimbrell was also selected as a recipient of the Triangle Business Journal’s 40 Under 40 Leadership Awards in 2012 for her professional achievements and community service involvement.
