Scott Leo Elected Into American College of Bond Counsel, Don Ubell Elected to Board of Directors

Charlotte, N.C. – Parker Poe Adams & Bernstein LLP is pleased to announce that Charlotte partner Scott Leo has been elected as a Fellow into the American College of Bond Counsel, and Charlotte partner Don Ubell – already a Fellow – has been elected to the College’s board of directors.

The American College of Bond Counsel was created to recognize “lawyers who have established reputations among their peers for their skill, experience, and high standards of professional and ethical conduct in the practice of bond law.” Admission as a Fellow is extremely limited, and nominees must have at least 10 years of substantial experience.

Scott Leo leads Parker Poe’s Public Finance team, which received a National Tier 1 ranking by U.S. News & World Report and Best Lawyers for 2017. The team has also been expanding this year by adding two public finance lawyers to the firm’s Atlanta office. Scott assists cities, counties, higher educational institutions, and health care institutions with their capital financing needs. He is a former assistant to the county manager in Wake County, North Carolina.

Don Ubell was elected as a Fellow into the American College of Bond Counsel in 2009 and will now serve on its board of directors. He practices primarily in all areas of local government and higher education finance. He has principal responsibility for the firm’s work as bond counsel and special counsel on North Carolina governmental and nonprofit issues. In addition, he has served as bond counsel in 12 states and as underwriter's counsel for every major investment banking firm.
