Clients relied on Henry Campen to help navigate the complex web of state, local, and federal permits needed to develop renewable energy projects. His practice was focused on development of wind, solar, and biomass power plants. 

A signature example of his work is the Amazon Wind Farm U.S. East, the first utility-scale wind farm in the Southeast. Henry led a team of 20 Parker Poe lawyers over six years to bring the innovative project to life. Together, they assisted with all aspects of federal, state, and local permitting, as well as real estate matters, tax counsel, economic incentive negotiations, and government relations issues. Afterward, the client described Henry and his colleagues as “steadfast partners with our team for six years, charting a course for us through the myriad regulatory and legal challenges necessary to reach this point.”

Henry has permitted more than 5,000 megawatts of renewable energy-fueled power plants. He has also supported clients in the acquisition and financing (back leverage, construction, permanent, and tax equity) of solar portfolios ranging in size from one to 30 projects, representing more than 4,000 megawatts.

Henry previously served as the managing partner of the firm's Raleigh office for 10 years. In addition, he served as a member of Parker Poe's board of directors for nine years.

Representative Experience

  • Permitted the first utility-scale (300 megawatts) wind farm in the Southeast U.S.
  • Obtained state utilities commission permits for multiple large-scale solar photovoltaic (PV) projects.
  • Successfully prosecuted local land use permits for a 300-megawatt wind energy facility spanning two counties.
  • Obtained state utilities commission permit for a 10-megawatt fuel cell facility.
  • Permitted a transmission line to serve a wind farm.
  • Obtained local land use permits for multiple solar PV projects across North Carolina.
  • Successfully prosecuted requests for declaratory rulings from the state utilities commission regarding fuels eligible for Renewable Energy and Energy Efficiency Portfolio Standard (REPS) compliance and interpretations of the REPS statute.
