Connor brings a unique perspective to his public finance practice, informed by both his experience as a practicing attorney and as a faculty member at the University of North Carolina School of Government. Before joining Parker Poe, he practiced at a national law firm. At the School of Government, he spent more than three years teaching and advising local and state officials, government contractors, and public- and private-sector counsel on local government finance, public procurement, conflicts of interest, property disposition, construction law, and federal grant compliance.

Connor is the editor of Introduction to Local Government Finance, Fifth Edition (2023), the textbook for the School of Government's introductory course on local government finance. His experience working directly with public officials and practitioners gives him a practical understanding of the legal, financial, and operational considerations involved in public finance transactions.

Connor earned his law degree from the University of Virginia School of Law, where he served as articles editor of the Journal of Law & Politics. He received his bachelor's degree from the University of North Carolina at Chapel Hill.
