Russell Killen wrote a letter to the editor in The News & Observer on the impact of the Upper Neuse Clean Water Initiative. 

He described the initiative's mission and its cost-efficient strategy, both of which are important to consider as Raleigh leaders evaluate the effectiveness of existing programs and potential changes to water and sewer rates that pay for those programs. Russell is the board chair of the Triangle Land Conservancy.
