Charlotte, N.C. – Parker Poe Adams & Bernstein LLP is pleased to announce that Rebecca Joyner and Emily Luther are now leading the firm’s Government & Municipalities Industry Team. They take over for Ray Jones, who has successfully presided over the team since its launch.
Parker Poe’s Government & Municipalities Team is composed of seasoned attorneys with more than 215 years of combined experience in advising state and local governments, lawmakers, municipal and county boards, councils, commissions, managers, and staff. The team provides counseling, transactional, and litigation services across the entire scope of a local government’s needs, as well as the needs of companies or individuals who interact with public bodies.
Rebecca Joyner is a partner in the firm’s Raleigh office who serves as bond counsel, underwriter’s counsel, borrower’s counsel, and bank counsel in financings for cities, towns, counties, authorities, private schools, colleges and universities, as well as other nonprofit institutions across North Carolina.
Emily Luther is a partner in Columbia who represents counties, cities, and school districts in capital financing projects and economic development matters. She also advises and assists nonprofit and tax-exempt organizations with federal and state tax and corporate law compliance.

Ray Jones will continue to be part of the team and provide counsel to a broad spectrum of clients in matters relating to public finance, local taxation, financing of affordable housing, and economic development.
