Catherine Clodfelter presented at the 85th annual convention of the Arkansas Municipal League. She explained how cities, towns, and counties can navigate what has become a thorny issue: revising sign ordinances and panhandling ordinances.

Catherine previously wrote a cover story in Municipal Lawyer on that topic, walking through the U.S. Supreme Court's ruling in Reed v.
