Columbia, SC — Parker Poe Adams & Bernstein LLP is pleased to announce David Epperson has joined the firm as counsel in Columbia, SC. He brings 17 years of experience in the public sector, serving most recently as chief administrative officer for Clarendon County.
In that role and as the prior county attorney, David provided advice and counsel to elected and appointed officials, heads of various government departments, and county boards and commissions in areas such as public financing, employment, planning and zoning, and economic development. He prepared ordinances, contracts, and governmental agreements and worked closely with bond counsel and financial advisors in public financing.
He was responsible for implementing and maintaining an annual fiscal budget of $21.8 million in a county with about 31,000 residents. As administrator, he directly and indirectly supervised 350 full and part-time employees.
David’s connections across the state of South Carolina and his breadth of experience in the public sector, particularly when it comes to zoning and land use, will strengthen Parker Poe’s efforts to provide a full range of services to local governments. David has navigated a wide range of legal issues including permitting, business licenses, land use, zoning, capital project financing, and tax.
David brings “practical knowledge” to Parker Poe, said Ray Jones, a partner in the Columbia office where he serves as the Office Development Partner.

Prior to his public sector career, David practiced as an attorney in York and Manning, South Carolina. He focused his work in real estate transactions, real estate litigation, probate administration, and general litigation. He earned his law degree and bachelor's degree from the University of South Carolina.
