Catherine Clodfelter and Drew Hargrove discussed the growing push for regionalization of water and wastewater utility systems during the 2025 North Carolina Association of Municipal Attorneys Summer Conference in Asheville.
Catherine and Drew spoke about why local governments are currently trying to jointly own or consolidate water and sewer services, how the state is supporting those efforts, what might hinder those efforts, and the legal issues that come up when jointly owning water and wastewater facilities or merging water and wastewater services, including regulatory issues, development issues, fees and rates, and working with other stakeholders.
