Raleigh, NC – Raleigh Rescue Mission, a nonprofit, faith-based organization, recently won a national New Markets Tax Credit (NMTC) investment award for The Garden, a $25 million campus providing housing and associated support services for women and children experiencing transitional homelessness in the greater Triangle region.
Raleigh Rescue Mission was one of 16 community development entities for the 2026 Novogradac Journal of Tax Credits Awards. The program recognizes entities that made "exceptional qualified low-income community investments (QLICIs)." The Garden won in the Operating Business QLICI of the Year category for investments made in a project occupied exclusively by the primary tenant with more than 50 employees.
The Garden is a 76,256-square-foot campus in Knightdale that will house up to 350 women and children. The rescue mission will provide three meals a day, vocational training, and case management services. There will also be a children’s learning center, daycare, and afterschool services for students. The rescue mission will continue to serve men in its existing space in downtown Raleigh, where capacity will increase by 150%.
The team at Parker Poe advising Raleigh Rescue Mission on the development was led by Raleigh partner Russell Killen and included partners Tyler Smith, Scott Manning, and Laura Goode. The team assisted in the negotiation of both loan documents and contracts with the architect and general contractor for the construction of the new campus. The team also provided tax and real estate opinions, handled associated real estate due diligence, and prepared closing documents to obtain financing through the federal New Markets Tax Credit program and a secondary source loan. The team also analyzed title, survey, zoning and entitlements, and subdivision regulations as well as negotiated the ground lease for the lease-back of the property to the operating entity for the Raleigh Rescue Mission.
Award winners were honored on June 4 during the Novogradac 2026 Spring New Markets Tax Credit Conference in Washington, DC.
