Parisa Salehi and Zhe Liu wrote in Bloomberg Law about how, "the U.S. is running one of the most expansive sanctions regimes in its history," and how, "for businesses' compliance teams, the problem is a growing lack of coherence, not just scale."
"Across programs targeting Venezuela, Iran, Russia, Syria, and China, the U.S. is maintaining broad legal prohibitions while layering in transaction-specific authorizations through general licenses, waivers, and programmatic exceptions," they wrote. "The result is a compliance environment where the legal framework remains restrictive, but the practical rules governing what’s allowed are fluid and difficult to interpret."
