Parisa Salehi wrote in Dow Jones Risk Journal about "the most consequential compliance risk embedded in the current crisis" involving the Strait of Hormuz. 

"The Hormuz crisis surfaced a structural gap in Western compliance framework design," Parisa wrote. "Most frameworks treat culture as background context, something a country risk assessment might note in passing, rather than as a compliance variable with the same standing as screening tools, documentation protocols, or authorization chain analysis." 

"The most serious sanctions failures aren’t failures of technology or policy," she continued. "They are failures of interpretation. Someone received a signal, couldn’t read it correctly and made a decision that created exposure."
